Ok, edit your Smart Queue a little so it looks like this:  Re-do the test. Does it look acceptable now? If it does, continue by increasing the Download rate little by little until the pings are too high.

Yeah I'd agree with that. There are things for slower connections that you can tune in the advanced settings but I don't have experience with that, so someone with more knowledge would have to help...
