Looks ok to me.

 

Could you remove all the Smart QoS (and make sure you don't have anything in Basic Queue or Advanced Queue), then add a new Smart Queue like this:

Make sure "WAN interface" is the correct one, and that you choose Mbits/sec from the dropdown menu. Don't change anything in the advanced options.

 

Do ping -t 8.8.8.8 (press ctrl+c to stop)

 

Then use speedtest.net instead of dslreports. Monitor the ping while the test is running. Do you get big spikes, like 100ms? What kind of speeds did you get? You can get an idea from the image I posted earlier what the pings should look like when the QoS is working pretty well.

 

You can paste the whole ping test by right-clicking the window, choose "Mark", highlight what you want and press enter. Then you can just copypaste it.

 

EDIT: You could even reboot the router after saving the new Smart Queue, before doing the test.
