Failover WAN routed IP

We run a WISP that routes public IP's over our 10.0.0.0/19 network. All radios are in bridged mode and we terminate the customer with a 8 port EdgeMAX router. eth0 is connected to the 10.0.0.0/19 antenna and the customers public IP is eth1. The customer then programs their Draytek/other router with their public IP, setting the gateway as the EdgeMAX.

We want to add an ADSL Backup to our offerings, whereby the fallover happens automatically. I can see how this is implemented if we had internal IP's on the customer's side, but how do we do it in our scenario?

I have attached a screenshot of a typical router config with false IP addresses. For this example, the customer would enter the following in to their router and connect it to eth1:

IP: 51.179.148.226
Subnet: 255.255.255.248
Gateway: 51.179.148.225
