Spent over 2 hours on tech-support with some foreign call-center genius before they figured out, "oh, I guess we do block those ports".
They won't unblock them even by request on residential service, only on Business Class service. It really sucks that an operating system is so full of holes that it causes ISP's all over the world to have to block ports to "protect consumers". I am really getting tired of heavy-handed IT administrators and one-size fits all administration.
If one of my customers asks me to open ports or give them an access code to something they shouldn't really be mucking around in, I explain to them the possible consequences, even make them sign off on it if I think it's necessary, but in the end, I do it.
