With QoS disabled, perform upload speed test. Preferred is a test that not only presents a averaged upload number, but also some chart showing fluctuations in time. Ideally , this should be flat line. If you've lot of dips in response, QoS by ratelimiting to fixed value won't do much good. QoS should be set to value lower than lowest dip.....which throws lots of bandwidth out of the window.
