You have some great advice and tips in your post, I only want to disagree on this one point - unless OP knows for certain what connections this location has (such as the pppoe connection with creds and all in his config), bad idea to just erase and start over.
I can certainly appreciate OPs situation, but if things are mostly working (if unexpected speeds are the only problem), one step at a time.
But I also have a 330/20 connection (RCN!) and handily get those speeds through my edgerouter poe.
pppoe creds should(tm) be in cleartext in the config file.
Though I would counter that the SNB setup isn't really all that good for this situation ... and that the load-balance wizard would be a better starting point, as getting dual-WAN working is a bit special.
