Id this "my.current.ip" (from your swanctl logs) the only L2TP client? Or maybe you have other L2TP client connected?

Try following:

1. Disabling IPSEC offloat - set system offload ipsec disable
2. Lower IPSEC MTU - set vpn l2tp remote-access mtu 1024
