As the external line rate reaches the internal line rate, the requirement for QoS drops off. If the router is capable of forwarding every packet that comes in as soon as it comes in, there's nothing for QoS to do.
Although I'm not sure where that cut-off point is that means it's not worth bothering with, it's probably dependant on internal traffic levels.
