You could try to add a scope for the link between ER and L3 switch.
Then DHCP server will at least start listening for dhcp requests on that interface, maybe it will service relayed requests too (if scope is present)
Note this is an old thread, back then there was only 1 dhcp server present on ER
Nowadays you can also use the DHCP server included in dsnmasq, giving second opportunity
