Looks like the load-balancing watchdog is the culprit. For whatever reason, shorlty after bootup it will pull all the tunnels from load-balancing even though the ER-X has internet access and the tunnels remain connected to the VPN providers. Disabling and re-enabling all the vtun interfaces in the GUI fixes watchdog, until the next time the ER-X is rebooted. Not sure why the watchdog behavior was changed from 1.8 to 1.9.
