SmartQueue tries to divide bandwidth over currently active network connections, so each gets its fair share.
But a single user might have multiple connections (like windows update does) , effectively ending the fair sharing.
otoh, if it does make a difference which is started first (video stream vs download) , you might have set the bandwidth too high on your smartqueue, effectively making it ineffective.
