After you connect on a Windows client, what does the output of "route print" run from cmd.exe show?
The client config you're showing there in the last post will set the default gateway to the OpenVPN tunnel ("redirect-gateway def1"), so with that config it won't matter what routes you're pushing, assuming the client is adding the route.
