If you are running from run and not configure mode, that would mean you are not using the dnsmasq dhcp server.Please post your sanitized configuration.

Why you use maks /23? If the VPN IP can be ping. Then the problem may be the interface IP setting or routes setting.

NO. I think this maybe not OPEN VPN issue.It is the network IP/mask, or routes issue. In both sides, what is the output of "ip route get x.x.x.x " x.x.x.x is the ip of the other site.

Hack? Workaround?imho, good practice!  You want to keep your routing protocol quiet, not having to recalculate routes when any customer restart their equipment.
