Initial-delay is for boot-up. If the ping watchdog started with 0 delay then the ping's might fail as the rest of the system is being configured. The default is 60 seconds, but some need time for bgp to converge and may want a longer delay. Interval of 5 and failure count of 3 should be 15 seconds, but if the link goes down it probably fails quicker.
