Assuming you want the two switches on the same LAN subnet, "scenario 1" is the wrong way to go about things.
Scenario 2 is fine. The majority of your traffic will likely be between the switches anyway (i.e. between hosts on your LAN). Sure, you'll have internet traffic, but other than speedtests, you likely won't be saturating that -- and even then, it only becomes a "problem" if you have gig internet.
If you're routing between VLANs, things may get a little more interesting, but even then, scenario2 should be sufficient.
