You can turn off load-balancing for local traffic as of firmware 1.9.0. Configuration command is simply:
set load-balance group <load-balance group name> lb-local disable
With this in place the local router traffic, including that from an OpenVPN interface, will just go out via the default route as if the load-balancing isn't even defined.
