That points to the system trying to clamp the number of packets to reach the target # listed in ms.
I had the same thing occuring to me when I had the default 5ms target.
With the default target of 5ms I was losing 5.5Mbps of my download speed, achieving a final avg latency of 22-23ms.
With a modified target of 20ms I lost 1.1Mbps of my download speed, achieving a final avg latency of 24-26ms
Considering I have 25/5Mbps cable, 5.5Mbps loss is over 20% of my throughput. 1.1Mbps is 5% of my thoughput.
What I gain...is netflex works when I am downloading... My wife can browse the web while I game, or I can VPN into work without the internet being slow etc...
