I'm not sure why you think the ERL3 is not a router, but that is exactly what it is. The EdgeRouter Lite (ERLite-3) is able to perform routing functions in hardware at high rates.

 

It looks like you trimmed parts of your configuration - but the entire (sanitized) configuration can be important.

 

What does 'show ubnt offload' display?  

At a 'configure' prompt, what does 'show system offload' display?

What does your CPU utiliziation look like during your testing?

 

Is 'speedtest.net' your only reference?

Have you ensured you used the same server each time?

Being heavily dependent upon resources outside of your network, speedtest.net is not always entirely accurate.  Have you confirmed your results with the same server at other times/days?
