Not strictly true. It's dependent upon the client and the application, but many will attempt an IPv6 connection first, and if they get a timely response they'll use that without trying IPv4. The so called 'happy eyeballs algorithm' from RFC 6555.

Depending upon the browser you use, install the IPvFoo add on. When you browse to a site it will show the IPv4 and IPv6 connections that are made.
