Okay, here's what I see as wrong in your config (going from top to bottom)
1. Missing WAN firewalls
2. Your DCHP server out of range -- 223 is the broadcast address for your netblock.
3. Port forward bits are defined (shouldn't cause any trouble, but since you've not got any firewalls ...)
What PC are you pinging from and what are you pinging to? If the source and destination are in the same subnet, then the problem is a most likely a local firewall on the destination PC.
If they're in different subnets, you're missing that second subnet from your config.
